				<title>Ukraine Caucus Supports Ukraine Ceasefire, Calls on Russia to Demonstrate Good Faith</title>

				<description>&lt;p&gt;&lt;b&gt;&lt;i&gt;Washington, DC &amp;ndash;&amp;nbsp;&lt;/i&gt;&lt;/b&gt;&lt;i&gt;Today, Co-Chairs of the Congressional Ukraine Caucus, Congressman Brian Fitzpatrick (PA-01), Congresswoman Marcy Kaptur (OH-09), Congressman Mike Quigley (IL-05), and Congressman Joe Wilson (SC-02) issued the following statement in response to Ukraine&amp;rsquo;s ceasefire proposal and Russia&amp;rsquo;s continued strikes that undermine any credible path to peace:&lt;u5:p&gt;&lt;/u5:p&gt;&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Ukraine has extended an olive branch: an immediate, temporary ceasefire grounded in the protection of human life and the pursuit of a just peace. &amp;nbsp;In the face of Russia&amp;rsquo;s continued aggression, this proposal reflects the moral clarity of a free people: willing to seek peace, unwilling to surrender sovereignty, and determined to defend the dignity of their nation.&lt;u5:p&gt;&lt;/u5:p&gt;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;For years, the world has watched Russia strike Ukrainian cities, energy infrastructure, and civilians while claiming to seek peace. Simultaneously, the Kremlin is only advancing a symbolic pause tied to its World War II Victory Day commemorations &amp;mdash; an observance Dictator Vladimir Putin has increasingly weaponized as a tool of propaganda and imperial grievance. A ceasefire cannot be selective, conditional, or timed for political convenience. It must be real, verifiable, and honored in good faith.&lt;u5:p&gt;&lt;/u5:p&gt;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Putin should accept and fully respect Ukraine&amp;rsquo;s ceasefire beginning tonight. The choice before the Kremlin is clear: continue a war that has brought devastation to Ukraine and isolation to Russia, or take a meaningful step toward peace.&lt;u5:p&gt;&lt;/u5:p&gt;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;The lesson is not distant history. It is the test before us now. Europe once again faces a war of conquest&amp;mdash;an effort to erase Ukraine&amp;rsquo;s borders, extinguish its identity, and deny a free people the right to determine their own future.&lt;u5:p&gt;&lt;/u5:p&gt;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;History has shown where wars of aggression lead when the world looks away. It has also shown how they end: aggression rejected, sovereignty defended, and peace secured through strength. &lt;u5:p&gt;&lt;/u5:p&gt;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;We stand united&amp;mdash; Democrats and Republicans &amp;mdash; in support of Ukraine&amp;rsquo;s sovereignty, in defense of international law, and in recognition of the immense sacrifices already made by the Ukrainian people. We honor those who have fallen resisting tyranny and fighting for Liberty on the continent of Europe, just as we remember the lives of the 420,000 Americans and countless millions who gave their lives to defeat an ideology based on hatred and domination eight decades ago.&lt;u5:p&gt;&lt;/u5:p&gt;&lt;/p&gt;

				<description>&lt;p&gt;&lt;strong&gt;WASHINGTON, D.C.&lt;/strong&gt; &amp;mdash; Today, the House of Representatives passed the bipartisan &lt;b&gt;Supporting Early Childhood Educators&amp;rsquo; Deductions Act&lt;/b&gt;, or &lt;b&gt;SEED Act&lt;/b&gt;, legislation led by Congressman Brian Fitzpatrick (PA-1) and Congressman Jimmy Panetta (D-CA) to correct an unfair gap in the tax code and support the early childhood educators who help shape children&amp;rsquo;s futures during their most formative years.&lt;/p&gt;
&lt;p&gt;The SEED Act would amend the Internal Revenue Code to extend the existing educator expense deduction to eligible early childhood educators, allowing them to deduct unreimbursed classroom expenses such as books, classroom supplies, learning tools, and other materials they purchase for the children in their care.&lt;/p&gt;
&lt;p&gt;Under current law, K-12 teachers can claim this deduction, but pre-K and early childhood educators are excluded &amp;mdash; even though many spend hundreds of dollars of their own money each year on the same kinds of classroom materials.&lt;/p&gt;
&lt;p&gt;By extending this deduction, the SEED Act delivers a commonsense measure of fairness and ensures early childhood educators are not penalized for investing their own money in the children and classrooms they serve.&lt;/p&gt;
&lt;p&gt;In Pennsylvania, more than 68,000 early childhood educators support young learners every day. They are among the first teachers in a child&amp;rsquo;s life, helping build language, confidence, social development, curiosity, and the foundation for lifelong learning. Their work strengthens children, supports working families, and helps sustain the workforce that local communities and employers depend on.&lt;/p&gt;

&lt;p&gt;In March, the House Ways and Means Committee unanimously advanced Fitzpatrick&amp;rsquo;s bipartisan, bicameral SEED Act, building momentum for today&amp;rsquo;s House passage. The legislation now moves to the Senate, where Senators Michael Bennet (D-CO) and Susan Collins (R-ME) are leading the companion measure.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Early-childhood educators instill in our youth a love of learning and curiosity. Just like their K through 12 colleagues, they put in the long hours and often dip into their own wallets to provide educational materials for their classrooms,&amp;rdquo; &lt;b&gt;said Ways and Means Committee Chairman Jason Smith (MO-08)&lt;/b&gt;. &amp;ldquo;Yet, unlike their K through 12 colleagues, they are not afforded the same tax deduction to help cover those expenses. The SEED Act ensures we acknowledge and reward the contributions of all of our educators. Representative Fitzpatrick has championed this cause for years, and I thank him for his work standing up for America&amp;rsquo;s teachers.&amp;rdquo;&lt;/p&gt;

It also directs the President to impose sanctions on foreign individuals found to have engaged in those abuses.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Russia&amp;rsquo;s war in Ukraine is not only an assault on sovereignty&amp;mdash;it is a calculated, systemic assault on religious freedom. For Americans, the freedom to worship is among our most fundamental liberties, and we do not stand by when it is crushed by force. This legislation ensures these crimes are documented, perpetrators are identified, and real consequences follow. Peace through strength requires accountability, and the persecution of people of faith cannot be met with silence,&amp;rdquo; said&lt;b&gt; Fitzpatrick&lt;/b&gt;.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Russia targets and kills persons of faith as a matter of policy wherever it invades. War criminal Putin seeks to prevent free worship of all believers and crushes any faith not subservient to its state-run church and corrupt former KGB agent Patriarch Kirill or otherwise submit itself to repressive state control,&amp;rdquo; said&amp;nbsp;&lt;b&gt;Wilson&lt;/b&gt;. &amp;ldquo;Believers in the temporarily occupied territories of Ukraine are targeted with particular ferocity. &lt;p&gt;&amp;ldquo;Russia's widespread religious persecution in Ukraine dates back centuries, and is a horrific reminder that this new war of occupation was never just about land, but about forcible Russification and the erasure of Ukraine's pluralistic and free way of life," said&lt;b&gt; Kaptur&lt;/b&gt;. &amp;ldquo;This important legislation calls out the abuses committed by the Russian state and its agents against Ukrainian Christians, Jews, Muslims, and other faiths. &lt;p&gt;The legislation comes after weeks of deadlock in Washington over immigration enforcement, during which no serious proposal emerged that both kept DHS fully funded and delivered real ICE reform.&lt;/p&gt;
&lt;p&gt;The Reforming ICE and Protecting America Act meets both imperatives: fully funding DHS while bringing ICE in line with the standards of every other law enforcement agency in the United States.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Government should never be brought to a standstill&amp;mdash;certainly not when homeland security is on the line and the consequences are borne by TSA agents, Coast Guard servicemembers, FEMA personnel, frontline DHS employees, and the American people. This debate began with a legitimate call for real ICE reform, yet after weeks of political deadlock, no serious solution emerged. The right course was clear from the start: keep the Department of Homeland Security fully funded and confront the problem before us with real reform. That is precisely what this bill does. It is time to do what should have been done from the beginning: govern, reform, and protect,&amp;rdquo; &lt;b&gt;said Fitzpatrick.&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;The American people are fed up. The chaos at our airports was awful, the Department of Homeland Security has not been fully funded during these very dangerous times, and the people are demanding that ICE live up to the standards of all other federal law enforcement. They are sick and tired of the endless blame game and they are demanding that we work together to solve the very real problems we face,&amp;rdquo; &lt;b&gt;said Suozzi.&lt;/b&gt; &amp;ldquo;This legislation cuts through the dysfunction. &lt;p&gt;Drawing on Fitzpatrick&amp;rsquo;s more than 15 years as an FBI Special Agent and Suozzi&amp;rsquo;s experience overseeing the nation&amp;rsquo;s 11th largest police department as Nassau County Executive, the legislation was developed with direct input from federal law enforcement officials and in consultation with&amp;nbsp;Members of the Problem Solvers Caucus and Senate partners, including the Chair of the Senate Appropriations Committee.&lt;/p&gt;
&lt;p&gt;The &lt;b&gt;Reforming ICE and Protecting America Act&lt;/b&gt; would:&lt;/p&gt;

&lt;li&gt;&lt;b&gt;Fully fund DHS for FY26&lt;/b&gt; and keep the Department operational across its core security, disaster response, and public safety missions.&lt;/li&gt;
&lt;li&gt;&lt;b&gt;Bring ICE in line with standardized law enforcement policies&lt;/b&gt; through body cameras, a limitation on masks, visible identification, standardized uniforms and training, and independent investigations of officer-involved shootings.&lt;/li&gt;
&lt;li&gt;&lt;b&gt;Focus enforcement where it belongs&lt;/b&gt;&amp;mdash;on violent offenders and the most serious threats to public safety.&lt;/li&gt;
&lt;li&gt;&lt;b&gt;Protect due process and prevent abuse&lt;/b&gt; through probable-cause and warrant requirements in key enforcement contexts, including protections against the knowing detention of U.S. citizens without probable cause.&lt;/li&gt;
&lt;li&gt;&lt;b&gt;Establish clear guardrails for sensitive locations&lt;/b&gt; by limiting civil immigration enforcement at schools, health care facilities, places of worship, polling places on election day, childcare facilities, and private home residences absent a warrant, except in exigent circumstances.&lt;/li&gt;
&lt;li&gt;&lt;b&gt;Protect law enforcement personnel and their families&lt;/b&gt; by strengthening penalties for doxxing and expanding protections for sensitive personal information.&lt;/li&gt;

&lt;p&gt;Companion legislation is being led in the Senate by Senators Barrasso (R-Wyo) and Coons (D-Del).&lt;/p&gt;
&lt;p&gt;&amp;ldquo;For too many Americans, the hardest part of seeking mental health care is discovering that help is not there when they reach for it. I have worked closely with providers, families, and community partners long enough to know that when we fail to support the mental health workforce, it is patients in their most vulnerable moments who bear the cost. This bipartisan legislation takes concrete action to strengthen that workforce, expand access for Medicare beneficiaries, and help close the gap between needing care and being able to receive it,&amp;rdquo; &lt;b&gt;said Fitzpatrick, Co-Chair of the Bipartisan Mental Health and Substance Use Disorder Task Force.&lt;/b&gt;&lt;/p&gt;

&lt;p&gt;Under current law, CSWs, MFTs, and MHCs are reimbursed by Medicare at a lower rate than other mental health professionals, creating barriers to participation in the program and exacerbating provider shortages&amp;mdash;particularly in rural, underserved, and high-need communities. The Mental Health Access and Provider Support Act would help close that gap and better align reimbursement with the essential role these providers play in delivering care.&lt;/p&gt;
&lt;p&gt;The legislation is endorsed by the &lt;i&gt;American Association for Marriage and Family Therapy, American Counseling Association, Centerstone, Clinical Social Work Association, Medicare Mental Health Workforce Coalition, National Alliance on Mental Illness, National Association of Social Workers, and the National Board for Certified Counselors. &lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;b&gt;Christine Michaels, CEO, American Association for Marriage and Family Therapy, states:&lt;/b&gt; &amp;ldquo;The&amp;nbsp;&lt;i&gt;Mental Health Access and Provider Support Act&lt;/i&gt;&amp;nbsp;is necessary to help address the lack of access to behavioral health services that Medicare beneficiaries encounter. &lt;p&gt;The proposed reforms are being developed to fully restore&amp;nbsp;DHS operations while establishing ICE standards&amp;nbsp;consistent with those of other law enforcement agencies.&amp;nbsp;In shaping this effort, the&amp;nbsp;Congressmen have engaged directly with federal law enforcement officials, while drawing on Congressman Fitzpatrick&amp;rsquo;s&amp;nbsp;more than 15 years as an FBI Agent and&amp;nbsp;Congressman&amp;nbsp;Suozzi&amp;rsquo;s experience overseeing the nation&amp;rsquo;s 11&lt;sup&gt;th&lt;/sup&gt;&amp;nbsp;largest police department as Nassau County Executive.&lt;/p&gt;

&lt;p&gt;During the COVID-19 pandemic, FEMA made Public Assistance funding available to help reimburse hospitals for eligible emergency response costs. While much of that funding has already been distributed, nearly $600 million owed to Pennsylvania providers remains outstanding.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Hospitals are among the most vital institutions in any community, and during the COVID-19 pandemic, Pennsylvania&amp;rsquo;s hospitals proved exactly why. At the heart of that effort were extraordinary doctors, nurses, and health care professionals who worked tirelessly under immense pressure to care for the sick, protect those around them, and serve as a lifeline for families during a time of profound uncertainty. That service came at a significant cost, and these hospitals should not still be waiting for support intended to help shoulder that burden. We will continue pressing to ensure the hospitals of Bucks and Montgomery counties&amp;mdash;and across Pennsylvania&amp;mdash;receive the resources they were promised and rightfully earned,&amp;rdquo;&amp;nbsp;&lt;b&gt;said Fitzpatrick.&amp;nbsp;&lt;/b&gt;&lt;/p&gt;

				<description>&lt;p class="p3"&gt;Any analysis regarding constitutional war powers jurisdiction, and the statutory War Powers Act of 1973, must center with three considerations:&lt;/p&gt;
&lt;ol start="1" type="1"&gt;
&lt;li class="li3"&gt;the text of the resolution being offered&lt;/li&gt;
&lt;li class="li3"&gt;the applicable constitutional and statutory provisions it implicates&lt;/li&gt;
&lt;li class="li3"&gt;a clear discernment of the classified facts of the specific conflict in question, including the short and long-term plans and intentions of the Executive Branch.&amp;nbsp;&amp;nbsp;&lt;/li&gt;
&lt;/ol&gt;
&lt;p class="p3"&gt;In the case of H.Con.Res. 38, we need not proceed past step one.&lt;/p&gt;
&lt;p class="p3"&gt;The resolution is written so broadly that it would require the&amp;nbsp;&lt;b&gt;&lt;i&gt;immediate terminatio&lt;/i&gt;&lt;/b&gt;&lt;b&gt;n&lt;/b&gt;&amp;nbsp;of &amp;ldquo;&lt;b&gt;&lt;i&gt;all hostilities&lt;/i&gt;&lt;/b&gt;&amp;nbsp;against the Islamic Republic of Iran or&amp;nbsp;&lt;b&gt;&lt;i&gt;any part of its government&lt;/i&gt;&lt;/b&gt;,&amp;rdquo; language that could encompass not only direct military engagement, but also long-standing counterterrorism, counterintelligence, and cyber operations targeting the Iranian regime and its terrorist proxies.&lt;/p&gt;
&lt;p class="p3"&gt;As a senior Member of the House Permanent Select Committee on Intelligence and Chairman of the CIA Subcommittee, I oversee many of the programs that would be swept up by this resolution&amp;rsquo;s recklessly over-broad language. Voting for it would effectively terminate critical counter-Iran operations with any nexus to the military &amp;mdash; including counterterrorism, counterintelligence, and cybersecurity programs that Congress has funded with bipartisan support for decades, in response to the clear and well-documented threat posed by the Iranian regime.&lt;/p&gt;
&lt;p class="p3"&gt;Our national security posture must always be matched by fidelity to our Constitution.&amp;nbsp;&amp;nbsp;Any sustained or expanded military engagement should be done with the advice and consent of Congress. The American people deserve clarity of mission, defined objectives, and disciplined oversight.&lt;/p&gt;
&lt;p class="p3"&gt;H.Con.Res. 38, however, fails that test.&lt;/p&gt;
&lt;p class="p3"&gt;It is irresponsibly drafted and dangerously overbroad. Its sweeping language could jeopardize decades-long CIA and DoD programs that protect the American people and U.S. service members in the Middle East from attacks carried out by the Iranian regime&amp;mdash;the world&amp;rsquo;s leading state sponsor of terrorism&amp;mdash;as well as its network of terrorist proxies. These programs exist for one reason: to stop those who seek to harm Americans before they have the chance to do so. Weakening them would not bring peace. It would only make our nation&amp;mdash;and the brave men and women serving in uniform abroad&amp;mdash;more vulnerable to those who wish us harm.&lt;/p&gt;
&lt;p class="p3"&gt;During Operation Iraqi Freedom, I served in several Middle-East war zones as an Al-Qaeda Interrogator, where I witnessed firsthand the atrocities committed by the Iranian regime against our troops.&amp;nbsp;&amp;nbsp;I became keenly aware of the incredible necessity of our Iranian counter-terrorism, counterintelligence and cyber security&amp;nbsp;&amp;nbsp;programs in order to protect our troops stationed in the region.&amp;nbsp;&lt;/p&gt;
&lt;p class="p3"&gt;To essentially abolish those safeguards through a poorly worded and overly-broad resolution is not something that I, nor anyone who understands our national security apparatus, should or can support.&amp;nbsp;&amp;nbsp;&lt;/p&gt;
&lt;p class="p3"&gt;America should always pursue peace. Peace is preserved not by weakening our defenses, but by keeping them strong enough to protect the people we are sworn to serve.&lt;/p&gt;</description>
