WASHINGTON, DC – Congressman Brian Fitzpatrick (PA-01), Chairman of the CIA Subcommittee on the House Permanent Select Committee on Intelligence and Member of the NATO Parliamentary Assembly, has just returned from a high-level, two-week intelligence mission to South Asia.
Joined by House Intelligence Committee Member Congresswoman Chrissy Houlahan (PA-06), Fitzpatrick led senior engagements across India, Nepal, and Pakistan to advance U.S. intelligence priorities, fortify global alliances, and assert principled American leadership in one of the world’s most strategically vital regions.
The mission included strategic dialogues with senior foreign leaders, U.S. embassy and consular leadership, and rigorous oversight of U.S. intelligence and diplomatic operations across the region. At a time of rising global instability and intensifying geopolitical competition, the delegation’s work delivered measurable outcomes for American national security and global leadership.
Key Engagements and Strategic Outcomes
India
While in India, Fitzpatrick met with the Foreign Minister and National Security Advisors for a high-level strategic dialogue and led comprehensive oversight of U.S. Embassy operations in New Delhi. He conducted briefings with senior diplomatic officials, met with Marine Security Guards protecting U.S. personnel, and visited the BAPS Swaminarayan Sanstha—a spiritual and cultural institution with strong ties to Bucks and Montgomery counties.
Following these engagements and sustained U.S. pressure, Indian refiners are signaling plans to reduce imports of Russian oil—a consequential shift that directly undermines Moscow’s ability to finance its war in Ukraine. This development underscores the impact of principled American leadership and high-level diplomatic engagement.
Nepal
In Kathmandu, Fitzpatrick met with U.S. Embassy leadership to strengthen operational oversight and deepen bilateral cooperation. These meetings advanced intelligence coordination, built mutual trust, and reaffirmed America’s role as a stabilizing force in South Asia—supporting efforts to counter malign influence, defend democratic governance, and uphold a rules-based regional order.
Pakistan
In Islamabad, Fitzpatrick held high-level meetings .S. Embassy officials and senior U.S. Government personnel focused on advancing core U.S. intelligence priorities. He also held strategic meetings with partner nation representatives, including officials from the United Kingdom, Australia, and Ukraine. These engagements drove progress on counterterrorism coordination, initiated new channels for intelligence transparency, and reinforced long-term security cooperation—strengthening a critical pillar of America’s broader national security architecture.
Statement from Congressman Fitzpatrick
“This mission advanced critical U.S. priorities: cutting off Russia’s war financing, strengthening intelligence partnerships, and grounding our leadership in the values we represent at home.
In India, our direct engagement helped catalyze early signals that the government will reduce its imports of Russian oil—a meaningful step toward weakening Moscow’s capacity for aggression and aligning our partners with the cause of freedom. And in Kathmandu and Islamabad, we advanced counterterrorism and regional security cooperation while reinforcing the oversight and accountability that sustain America’s credibility on the world stage.
But what gave this mission its deepest meaning, was my visit to the BAPS Swaminarayan Sanstha. It reminded me that our work abroad is never separate from the values we stand for at home. Pennsylvania’s First District is the only district in the nation with three BAPS temples, our community shares a special bond with this global institution, and I was humbled to witness its extraordinary service and spiritual leadership firsthand.
As global challenges grow more complex, so must our response. I will continue driving bipartisan leadership and strategic solutions to deliver meaningful oversight, uphold democratic values, and ensure America’s leadership remains principled, effective, and enduring in every corner of the world.”
Prior to departure, Rep. Houlahan highlighted the mission’s importance:
“As members of the Intelligence Committee, traveling and speaking to leaders across the world and to Americans stationed abroad is both a privilege and a key part of our jobs,” said Rep. Houlahan. “I am proud to join my colleague from Pennsylvania, Rep. Fitzpatrick, in visiting both India and Pakistan this week. Our trip comes at a particularly important moment not only in our relationship with the region, but also as both countries are currently experiencing devastating flooding and working to maintain their ceasefire agreement from earlier this year. I look forward to bringing what we learn back to Washington and to Chester and Berks Counties.”
